SF NAP status

Two things seem strange.  Why is Sprint only thinking about connecting to 
the california NAP? I thought it was mandatory for sprint to do so?? Why 
is sprint late?

2nd question:  for those of us outside of california...what the heck is 
the PUC thing all about?
