96.0.0.0/6 reachability testing

Randy's MUA automatically deletes email sent directly to him...can anyone
else here provide some insight into the reachability testing provided for
this allocation given to Randy from ARIN?

Randy - I see...96.0.0.0/16 flagged for reachability testing, but we have
allocations from 98.0.0.0/8 and seem to be educating folks like <omitted>
and others to drop stale bogon filters...you see any issues with the 96/16
block?  If not, it might be a false positive for the rest of the
/6...perhaps folk were applying policies based on /8's instead of the /6...
