I suppose the bells and the cable providers are DOS'ing them <grin>.

BTW, it is STILL not clear to me that Vint is referencing the current  
HR draft.  He may have been addressing an earlier version.

If anyone knows for sure what draft he is referring to that would be  
helpful.
