T1 Circuit actual throughput 1290Kbps

One thing you might want to check is that your DSU/CSUs are 
configured to give you a full clear channel T1 with ESF framing. In 
the past we've seen this happening with remote sites where the DSU/
CSU wasn't configure for the full 1536K.
