I'd like to point y'all at NTIA's RFC for the many billion of upcoming USA broadband funds, here: https://ntia.gov/files/ntia/publications/fr-iija-broadband-rfc.pdf which has some really good questions on it (out of the 36), q12-16 in particular. Comments are due feb 4th, if anyone would like to contribute some.
