Redeploying most of 127/8, 0/8, 240/4 and *.0 as unicast

To be clear, despite my skepticism, I think this would be an interesting experiment to run.  I believe it would be useful to get some actual data on reachability/usefulness as the question of deployment of reserved space is a recurrent question, both in technical and political spaces.
