For Hello PDUs, the "Interface Address" TLV MUST
   contain only the link-local IPv6 addresses assigned to the interface
   that is sending the Hello.  For LSPs, the "Interface Address" TLVs
   MUST contain only the non-link-local IPv6 addresses assigned to the
   IS.
