I should think that the speed were limited to some fraction of the speed of light being either the speed of signal propagation in copper or of photon travel in glass, and completely unrelated to bufferbloat or anything of that ilk.
1 Gps is a measure of volume, not of speed. The speed is constant.
Be decisive. Make a decision, right or wrong. The road of life is paved with flat squirrels who could not make a decision.
