Should Netflix and Hulu give you emergency alerts?

I personally believe apps should not be emitting generic emergency alerts.  Devices should - ex TV, mobile phone, etc. if one is watching Hulu, MLB, NFL, or any other app it should not matter as long as device is notifying the user.
