In the original spec of IPv6, there were no PI addresses, only PA; one of the unfulfilled promises of IPv6 was that the IPv6 DFZ would remain very small.
This made IPv6 multihoming very difficult, and lots of people wasted a lot of time trying to accommodate the "no PI" thing. What happenned is that the RIRs, against the IETF, started to issue IPv6 PI addresses, which solved the multihoming problem by doing it the IPv4 way : a prefix in the DFZ.
