This is not a change. You've always had to justify in order to legitimately transfer even from an auction.

They have changed their policies from what I can tell.  It was easier to get IPs when there were none and you were buying from an auction but now that they have them they want you to fill out a bunch of info and recertify everything.

ARIN has all the info on their website on how to request resources. It is not difficult. I've never had to call them before.
