Don't scoff too hard.  How do you think that telephone service became a
utility?  Utilities didn't grow on trees, they became utilities when
some bureaucrats convinced legislators to "promote" successful service
providers to utility status.  Especially when such providers are
providing a service as a monopoly.  Particularly a "natural" monopoly.
AWS has competitors,  but if the number of providers remains small (like
fingers of one hand) the politicians wil step in.

And it wouldn't be the PUC, as Amazon is a company national in scope.
It would be something like the FCC.  Public Utility Commissions are at
the local (usually county) or state level.
