IS-IS is notoriously bad in Quagga.

I met with some of the developers of FRRouting and was happy to learn
that they've made plenty of strides with pushing IS-IS for production.
I'm going to install and test it, as it would be good to stop having to
redistribute from OSPF into IS-IS for my Anycast name servers.
