E space not working if that makes you feel better.

	I suspect it would be easier to get 0.1.0.0-0.255.255.255
to work than 240-254 space.  Think of the children with
tablets/devices that can't be upgraded due to orphaned software
by Android and Apple.  The list goes on and on..
