Not necessarily.  There's *lots* of gear out there that will move 100mb/s
all day long with no problems, but if you smack it with too many 50-byte
packets per second, it will have a nervous breakdown.  Probably less so
than formerly, but I suspect there's still a lot that isn't perfect.
