If that's the case, the proceedings of ISOC's INET '98 should be of interest. The speakers were not working in the IETF, but they were very aware of IETF proceedings at the time.

Basically, the IETF was formalizing a tool that had been in various products in various forms for a decade or more already, in response to specific requests from operators, and which the operators wanted to have in a generalized fashion from any vendor. These guys were commenting on the expected use of the tool by the operators.
