Quite unfortunately, that has come to mean something. Specifically, TCP 
or UDP (and no other IP protocol numbers) and application protocols that 
don't depend on their locally-derived host addresses as having any 
meaning to anyone else.

Or, in other words, "whatever the NAT maker thought was enough in order 
to sell boxes", which mostly means "you can look up addresses in the DNS 
and open http and https connections to them, and if you're lucky some of 
your gaming and video streaming will work too".
