Because there are people left in the world that did not get the word
that the mailer was moving from merit->nanog.org.  So some forwarding
mechanism was left in place at merit so that mail to the old system
would get forwarded to the new system.

Frank found out that addresses of the form

To: "nanog at merit.edu" <nanog at nanog.org>

were interpreted by Mutt to be TWO separate addresses - even though one
of them was a "constant" (thusly identified by the quote marks around
the text... and should have been ignored.  The "@" made Mutt think it
was an actual address that its' user mis-typed.  So to fix the user's
mistake, Mutt forwarded the mail to the mis-typed address.)

My diagnosis.  Sounds reasonable anyway.
