Hence the need for semi-transitive trust.

What tool do people use to exchange packets with networks with which
they are not peers?

We've already solved some of the same underlying principles.  Red car,
blue car; both are built the same.

Sending mail to spambait addresses is a great way to get blocked.
Ditto for broken OOO autoresponders and foolish AV software backscatter.
