Perhaps people should stop trying to have these
operational discussions in the IETF and take the
discussions to NANOG where network operators gather.
Writing RFCs is a fine way to document operational
best practices, but it is not a good way to work out
joint operational practices. 

Of course, NANOG is no magic bullet, but it seems
like a more reasonable place to talk about how
to make things better.

A good start would be to try and get an agreed statement
of what the problem is. Once you have broad agreement on
the problem, then move on to solutions.
