LACNIC to start allocating from 189/8 and 190/8

Hello,
Commenting myself, there is an machine in the first address of
each the announced blocks. Just in the case someone want to
ping/traceroute. (189.0.0.1,  189.128.0.1, 190.0.0.1, 190.128.0.1)
I forgot to mention this before.
