Cogent/Level 3 depeering

I think Dan is trying to say that since Cogent buys transit, it is  
Cogent's responsibility to ensure they have connectivity to L3, not  
L3's responsibility to get to Cogent.

Of course, he is dead wrong, but that's the way I read what he wrote.
