Fiber isn't useful by itself; there are two obvious things needed to
turn a piece of glass into something that can carry IP - transmission
equipment and routers. While it'll be a while before carriers need to
trench across the Rockies again, the day of needing to buy the
equipment to plug into the fiber is already here for some providers.
