Long-term identifiers (was Re: who offers cheap (personal) 1U colo?)

What is to prevent rapid changes to the identifier, even more easily
than rapidly changing IP addresses?

In other words, why "trust" the identifier?  Or at least, how would
this identifier really be long term?
