Where can I find a list of IPs and their regions.

Hmmm ... ftp://ftp.ripe.net/ripe/stats/delegated-ripencc-latest exists 
and ftp://ftp.lacnic.net/pub/stats/lacnic/delegated-lacnic-latest as 
well ...
