No "encapsulation" command on IOS 12.2(12a) ??

This is what http://cio.cisco.com/go/fn is for.  You need a "plus" version 
for VLAN support on the 3620.  i.e. IP Plus, Enterprise Plus, etc.  Your 
IP version below doesn't include the feature you're looking for.
