Growing DoS attacks

One thing we have done is rate limited the amount of traffic to the IRC
server one of our downlinks has.  That seems to 'cure' most issues.

Of course, it still doesn't stop someone from hitting other parts of the
infrastructure, which seems to be all the 'rage' with kiddies now.
