Pacific Bell Frame Cloud problem in the San Francisco Area

Pacific Bell seems to have a larger Frame Relay cloud problem
in the San Francisco Bay Area. Many dedicated PBI customers
are affected by it. Outage started around 11:15am PDT and as
of 1:50PM PDT they have no ETR.
