	Hum... This type of thinking pushed me into getting 
	permission in 1996 to start reclaiming numbers
	for the IANA.  We recovered just over 26% of the TOTAL
	ipv4 space in about 6 months.  But as Scott points
	out, its -MUCH- harder to reclaim them now, since none
	of the RIRs did the delegations.
