Access to .com, .net, and .org zone files?

This is a spammers DREAM !!! Why would it be so easy to do this ?  Any Joe
ISP can ask for this and then have the entire TLD structure at their
disposal.  I hope this program is somewhat discriminatory to whom they grant
access.
