new list telco-outages

	I've created a new mailing list that can either be cc:'ed to
nanog, etc.. but can be used for telco outages that you encounter, such
as fiber cuts, switch failures, etc..

	to get on the list:

	send e-mail to telco-outages-request at puck.nether.net
with a subject of subscribe

	to post to it, send a message to telco-outages at puck.nether.net
