It could also be in the middle of an AXFR

Serial# doesnt update until AXFR is complete.

Also, say Serial 1999072700 is active/reloaded on A at 16:00,
and sends NOTIFY to others to do AXFR, and you queried A versus
F at 16:10, F is still going to have old 1999072700 serial.

So no, it's not necessarily a day at all.
