This has already happened in California, and many deals that were contingent
on settlement fees for termination of calls are not so attractive any more.

It also seems to be very difficult for CLECs (like Brooks) to obtain
sufficient trunks from Pacific Bell to be able to terminate the number of
calls that they want...

Go figure.
