INTERNIC charging for address space?

 I seriously doubt that the Internic has such plans. Although its
contract may be extended for a period of time, current plans have
the award terminate in 2nd quarter 1998. 

 Charging for address space is tantamount to selling integers. There
is a fairly large body of discussion on this topic at piara at apnic.net

 In the near term, I expect ARIN to have a greater role with the North
American ISP use of IP space.  You should check out their web site
for more details.
