New MAE-EAST

I don't really fault MFS with these problems.  Show me another
exchange that is trying to pass as much traffic as MAE-east is and
functioning properly.

Plus which, I don't know of any major players who are overly happy
with public exchanges.  That's why they are going to private
interconnects.
