Keeping a list of several hundred or up to 2,048
ASCII names is not very much work, especially
when you mostly add to the list. Rather than have
the FCC maintain the list, it seems easier to have
some group with a vested interest and the experience
to keep the list coherent.

I was not referring to any name server operations,
just a list of known TLDs seen around the net.
Here is a sample...

800 AD AE AG AGN AI AL AM AN AO AQ AR
ARPA ART ARTS AT AU AUDIO AUTO AW AZ BA BB BE
BF BG BH BI BIZ BJ BM BN BO BR BS BW
BY BZ CA CF CG CH CI CITY CK CL CM CN
CO COM CORP CR CU CV CY CZ DE DJ DK DM

EXP FAM FCN FI FJ FM FO FR FREE GAY GB GD
GE GES GF GG GH GI GL GN GOV GP GR GT

SHOP SI SK SM SN SR SU SV SY SZ TC TG
TH TN TO TOUR TR TT TV TW TZ UA UG UK
US USA USVI UY UZ VA VC VE VI VN VU WEB
WS WTV XXX YE YU Z ZA ZM ZONE ZOO ZR ZW

Why is that so hard ?

P.S. Armed with this list and a list of one server
from each of the active Root Name Server Confederations
one can derive a view of most of the useful information
on the net using standard tools. "Syncing" the various
Root Name Server Confederations involves checking
each confederation for their "view" of each TLD and
comparing that with the other Confederations. The
deltas (problems) show up very quickly.
