Here is UUnet's latest response: apparently they've suffered massive
congestion and an impacted network in about 10 minutes! That's a good
sales team! Apparently they got their OC-12 network installed ahead of
schedule as well, as we are finally back to normal:

The latency you are experiencing in the Bay area is being addressed in the
next few months with an OC12 network.  This will provide increased bandwidth
and alleviate some congestion.
