New Tool: NetNow

A prototype of a new tool, "NetNow", has been installed on the Routing Arbiter 
web. See "http://www.ra.net/tools".

NetNow is a GUI tool that provides real-time NAP and ISP backbone delay and 
packet loss performance statistics. The tool also incorporates routing 
stability, BGP peering status, and scheduled/unscheduled network outage 
information.

NetNow is currently a prototype and not all features are working yet. The RA 
(ra-team at ra.net) welcomes comments/questions.
