Class "C" Filtering

Could someone be kind enough to explain SprintLink's reason for starting to
filter certain class C IPs ? 

Opinions and commentary on this decision are also apreciated. 

I know I am probably coming in late on this, but this issue directly effects
me as I am a SprintLink customer.
