US Domain -- County Delegations

Too many levels is _very_ bad, as people will stick to using
old three-letter domains.

How about limiting the scheme to <orgname>.<state>.us?

Or, even better, for major metropolitan areas like SF, LA, NYC,
CHI etc the name central city can be used instead of state.

That scheme worked reasonably well for .SU :)
