Route flap reports

Since enabled again after a disk crash, the route flap reports were
repeating the same report prior to the backup.  I'm looking into this.

I appologize to those who got multiple reports for July 10th, which
they certainly don't care about at this point anyway.  After I
figure out what the problem is, I'll make sure that reports pick up
again from no more than a few days back.
