Additions to the NSFNET policy-based routing database

 While these are not in any config file, I can certainly take them out
of the PRDB.  Would you like any of these components in the RRDB (I
think that this is what we use to work with prtraceroute-type tools)??

 Bill:  I don't see these in a previous message (actually, I looked for
198.213.1 and found it added as 1:114, but it wasn't in your other
message.  I'm sorry; this is a 'todo' for the next config run.
