This was one of the bar discussions during the last IETF, slightly
in a different context but same problem.

>From a routing registry point of view this problem already applies to
CLNP addresses.

The registry needs to deal with both address/mask and colours (and god
forbid different colours within a block).  (colours :=: AUP's)
