MCI cable failure

MCI has lost a cable between Oceanside, California, and Santa Ana, California.
This loss has isolated some parts of CERFnet from the NSFnet. But these 
isolated members will have CIX connectivity.

The outage started at 11:08 PDT, and we have not yet received an ETA on
up time. We do not know if this is related to the problems in Los Angelos
or not.
