08/08/92  Emergency routing config update window  05:00 - 06:00 EDT.
This is to add about 280 European networks to the T3 backbone in  
order to stabilize some routing instability problems.  This should 
only cause a brief outage during the window for the following sites:

ENSS 136  College Park
ENSS 145  Fix-East
The T1/T3 Interconnects.
