Additions to the NSFNET policy-based routing database

Dennis,

	But last week there were on the order of ~4900 T1 networks and
~2700 T3 networks. I have been watching this closely, since I am waiting
for the time that it will be more efficient to hear T1 only routes from
the NSS and point default at the ENSS.
