FYI: New test version of cisco BGP

I have a new test image which I believe will support multiple BGP
neighbors without a problem.  If you would like to try it, please pick
up testtli.bgp2 and/or testtli.bgp2-igs from ftp.cisco.com.  This
version is based on 8.3(2.3).

This code has been tested somewhat, but should be considered armed and
dangerous.

These changes will be incorporated into a future 8.3 build.  I will
also be modifying these changes to work in 9.0 in the near future.
