HE blocks IRC 6667 and SMTP 25 ports on https://tunnelbroker.net/
tunnels for the same reasons.

Blocking common abuse ports by default at the $customer CPE has it's
positive benefits. Then allowing $customer to request port blocking
removed if necessary. (Require $customer to know what they are doing
before approving unblocking port)
