Sam,

Godaddy has $10 domains and offers a small number of free email accounts 
(1-2 address?) hosted on their network... Zoho.com also offers limited 
free hosting of a domain if you already own it, They may sell them too. 
GoogleApps charges now and no longer offers free email hosting unless 
you were grandfathered into it.

That should fit most student budgets.
