Even for end-user allocations, they would still need to fulfill the
requirements of 4.3.3 in the ARIN NRPM
(https://www.arin.net/policy/nrpm.html#four33), no?
I suppose for "immediate need" assignments, this can be short
circuited, but from what I know those are pretty rare.
Am I missing something?
